Tom became the GASB Chairman in1995, after serving as a part-time member of the organization’s board for a year. He was also the Utah State Auditor for over a decade prior to accepting the chairmanship. Tom is a member of the American Institute of Certified Public Accountants (AICPA). He served as chairman of the AICPA Members in Government Committee and was a member of the Ethics Executive Committee, the Government Accounting and Auditing Committee, and the Auditing Standards Board.
In 1990, Tom was selected by the National Association of Government Accountants as The Outstanding Fiscal Officer from State and Local Governments in the United States. In 1991, the Federal Joint Financial Management Improvement Program honored him with the Donald L. Scantlebury Memorial for his leadership role in financial management improvement, and the Utah Association of CPAs chose him as the Outstanding CPA.
Tom will discuss the profession’s responsibility to disclose information that promotes financial accountability. He brings a unique perspective to the topic because he spearheaded the move to require governments to engage in full accrual based financial reporting, and he participated in discussions that led to significant changes in the audit oversight and financial report standards setting process. |
