Howard has headed the Utah Bankers Association for the past seven years. The organization’s membership includes state and nationally chartered banks, savings banks, and FDIC insured industrial loan corporations.
He previously served as vice president of the Utah Taxpayers Association. In that capacity, Howard was responsible for the organization’s legislative activities, tax policy analysis, marketing, and strategic planning. He also performed budget audits of Utah’s major cities, counties, and school districts. Howard was also formerly an auditor with KPMG Peat Marwick. His area of expertise was financial institutions.
Howard earned a bachelor’s degree at Brigham Young University’s School of Accountancy, and he received an MBA from the University of Utah. He is active on many boards, and he is the founder of the American Preparatory Academy, a charter school.
